The Richmond Times-Dispatch featured plans for the redevelopment of the Gilpin Court public housing project as a mixed-income, mixed-use development on the front page. This project would reconnect the once vibrant, now isolated and marginalized North Jackson Ward to the rest of Jackson Ward and downtown, while decentralizing poverty and dispersing public housing units more evenly throughout the city.
