This study evaluates a shared regional public safety training center developed through a partnership between Northern Essex Community College, the City of Lawrence, and the Municipal Police Training Committee.
The proposed facility would co-locate training functions with a new Lawrence Police Headquarters to maximize operational and financial efficiency. The study identifies program synergies, shared-use opportunities, and site planning strategies that support workforce development, modern public safety training, and responsible use of public resources.
